Mentioned in "Twelfth Five", until the end of 2015, the size of the IC industry will be again double, the key core technologies and products will achieve the breakthrough in the development.During "Eleventh Five-Year" period, China's IC industry continues to grow, its output and sales revenue from 2005 to 2010 increased to 65.25 billion and 144 billion yuan from from 26.58 billion and 70.2 billion yuan respectively. China's IC industry share in the global IC market share increased from 4.5% to 8.6%. Meanwhile, China's IC innovation ability has improved significantly, further optimize the structure of the integrated circuit industry, corporate power has been significantly enhanced. According to a study released by the Shangpu Consulting,to the end of 2010, in domestic there are more than 500 IC design companies, although the domestic IC design industry is so many, but there are some problems. Such as design standards and design capabilities have slow growth,also,faced with rising costs, foundries delivery cycle is long, and so on. Therefore,during the "12th Five-Year" period, the industry structure should be further adjusted, and strengthen the construction of the upstream industry chain. And it will continue to strengthen the industrial layout of the three main gathering,​the Yangtze River Delta, Beijing and Tianjin.
